Uber、小黃又對戰 藍：應競爭服務
【台灣醒報記者譚有勝台北報導】台北接連發生4起計程車司機輕生憾事，令外界質疑為Uber衝擊小黃產業所引起，引發關注。國民黨立委柯志恩23日召開記者會指出，政府透過「罰款」牽制Uber發展是治標不治本的作法，關鍵在小黃產業過度落後，失去了與Uber競爭的實力。交通應加強管理輔導，並透過鬆綁交通法規，讓計程車產業提升競爭力。交通部也允諾，要了解小黃業者的狀況，但也不會抹殺消費者的需求。
8月短短10天，大台北便接連發生4起計程車司機輕生憾事，一般人認為因經濟景氣不佳，受Uber衝擊關係，導致小黃運將承受壓力。國民黨23日召開記者會，Uber從2013年進入台灣市場，打著車資低廉與叫車便利的訴求，間接壓縮到傳統計程車業者的利潤，互相產生競逐關係。但面對Uber這項「新創服務」的衝擊，政府似乎沒有提出具體的因應措施，只能透過「罰款」來敷衍了事。
國民黨立法院黨團副書記長柯志恩指出，Uber去年2月暫停叫車服務後，不到2個月又回復，並改以「資訊媒合平台」與租賃業者合作，顯見遊走在法律灰色地帶。但租賃車沒有牌照限制而計程車有，且Uber可以自己訂費率，計程車的費率卻須經政府核可，這些都會造成不公平競爭，再加上景氣下滑，Uber低價競爭下，很多小黃司機貸款繳不出來被逼上絕路。
柯志恩說，雖然交通部透過行政手段，要求Uber合乎法律規定，但目前也只有對Uber祭出「罰款」的手段，交通部一再要求Uber應該依法辦理汽車運輸業登記，或是選擇當服務業，也就是以計程車客運服務業辦理登記，但Uber就是一項共享經濟的新創服務，交通部要求這項新創服務必須符合傳統舊有的法規，似乎也不合時宜。
她質疑，難道交通部不能提出相關專法或是鬆綁既有法規來因應嗎？交通部應趕快加強管理輔導，讓大台北的計程車更有競爭力。
但一位小黃司機受訪時卻不以為然。他表示，過去靠行業者被車行賺錢，現在加入車隊後，又受到剝削，包括悠遊卡、信用卡等所有折扣都是扣罰。即便加入Uber，收入也會直接減少3成收入，小黃產業蕭條，也並非只是Uber產業對小黃造成的衝擊。他認為，關鍵在於大環境租車過剩，需求減少，導致業者難以謀生才走上絕路。
交通部簡任技正王基洲日前指出，政府會持續檢討這2個行業的競合關係，交通部將與業者進一步溝通。他強調，政策一直進行滾動式檢討，仍需要不斷收集各方意見來修正。以小黃司機反彈最兇的Uber來看，去年Uber重返台灣市場後，與合法派車業者合作，出具派車單、司機與車行資料，等於是業者間的派車平台，Uber收費對象是派車業者，尚無不法問題。
