健保新增多元議價模式
癌症已連續卅六年蟬聯十大死因之首，但許多新問世的癌藥一年要價二百多萬元，患者根本難以負擔。健保署今天宣布新增多元議價模式，若癌藥療效不佳，藥廠將提供折扣或退款。
衛生福利部中央健保署去年首次將C肝新藥納入健保，用藥後若無效，藥廠將退費。
健保署今天透過新聞稿宣布修正「全民健保藥物給付項目及支付標準」，將此新制納入法規，未來新藥納入健保將不只有「殺價」一途，還將新增以療效或財務為基礎的給付協議。
健保署醫審及藥材組長戴雪詠今天受訪時表示，受到人口老化、環境因素影響，癌症已經高居先進國家死因前三名，但癌症藥物日新月異，現有藥物已經無法滿足治療需求，因此各國藥價核准單位都在採取加速措施。
健保去年投入新台幣卅億元讓病情較嚴重的C肝患者使用口服新藥，並首度與藥廠簽訂無效退費協議，無論是病患中斷治療或病毒未能清除，藥廠均須退費，也增加了治療名額，目前看來成效良好。
戴雪詠說，過去由於新藥療效沒人敢保證，加上價格高昂，很多癌藥一年就要價二百萬元以上，在健保預算有限情況下，才決定納入多元議價方式。
她表示，未來將採多元議價方式，若是用藥後無法改善病人存活期、延緩疾病惡化，藥商可能就會提供折扣或返還一定比例藥費等，不僅能降低無效癌藥費用，也能及早引進癌藥，嘉惠癌友。
